Requires registration for condominium associations to be on an annual basis, rather than on a biennial basis. Adds an additional annual condominium education trust fund fee to be used to support the annual registration with attached documents of the association. Amends the documents required for association registration. Broadens the list of documents an association must be maintained. Clarifies when such documents must be provided to unit owners.

Requires the counties to adopt ordinances by 7/1/2024 to allow religious institutions, educational institutions, and medical institutions to build housing units on land that the institutions own for purchase in fee simple or use by the institutions, their employees, or their contractors, regardless of current zoning restrictions. Requires institutions to own housing units for thirty years before offering the housing units for sale. Effective 6/30/3000. (HD1)

Authorizes the appropriate county land use decision-making authority to determine district boundary amendments involving land areas over fifteen acres but not over one hundred acres, except lands that are designated as important agricultural land or lands where the soil is classified by the Land Study Bureau's detailed land classification as overall (master) productivity class A or B if the county has adopted an ordinance that meets certain requirements. Requires each county land use decision-making authority whose county adopted an ordinance to submit a report to the Legislature. (CD2)

Appropriates funds to support the State's response to the August 2023 wildfires that affected the County of Maui. Requires the Auditor to conduct an audit on the contracts funded by the appropriation. Makes an appropriation to the One Ohana Bank Trust Account to compensate victims of the 2023 Maui wildfires. Repeals general obligation bond issuance and appropriation for the Other Post-Employment Benefits Trust Fund. Changes the 2024-2025 general fund appropriation to the Hawaii Housing Finance and Development Corporation to general obligation bond funds. Transfers to the general fund the excess balances of various non-general funds from various state departments and agencies. Temporarily lifts various restrictions on the use of funds for Maui wildfire response. Appropriates moneys. Declares that the appropriations exceed the state general fund expenditure ceiling for 2023-2024. Effective 7/1/2050. (SD2)
