Requires each house of the Legislature to establish by its rules, procedures that enable the Legislature to use remote testimony at legislative committee hearings, enable the public to present oral testimony at legislative committee hearings through remote testimony, and accommodate persons with disabilities though remote testimony. Defines "remote testimony".

Authorizes a 10-year license for 1 poker and sportsbook gaming facility in a special district designated for tourism in a county with over 500,000 residents and that is not in a hotel. Allows admission for individuals 21 years of age or older. Establishes the Hawaii gaming control commission. Imposes wagering tax on gross receipts. Creates the state gaming fund and compulsive gambler assistance program. Allocates to the State an amount equal to 70% of profits, with the percentage decreasing 5% each year. Authorizes the State to make grants from revenue received to a nonprofit entity for the benefit of wildfire victims.

Renames "Hawaii Workforce Development Council" to "Hawaii Workforce Development Board". Requires the Hawaii Workforce Development Board and local workforce development boards to develop written conflict of interest policies. Amends provisions related to the selection of the Chairperson, duties, and powers of the Hawaii Workforce Development Board. Repeals the requirement for the Department of Labor and Industrial Relations to submit an annual report to the Legislature on the activities of the K-12 Agriculture Workforce Development Pipeline Initiative. Establishes a pre-litigation mediation procedure for tenancies that are subject to the eviction moratorium issued under the Governor's emergency proclamations relating to wildfires once the eviction moratorium expires. Restricts when landlord remedies are available depending on the amount of rent due. Appropriates funds to the Judiciary for mediation services. Effective 7/1/2024, except the new pre-litigation procedures are effective on the expiration of the final eviction moratorium. Repeals certain provisions on 12/31/2026, or on the one-year anniversary of the expiration of the Governor's final eviction moratorium emergency supplementary proclamation relating to wildfires, whichever occurs sooner.
