Biography
Delegate Matt Morgan
James Matthew Morgan is a Republican state delegate representing District 29A in St. Mary's County, Maryland. Born February 5, 1973, in La Plata, Morgan has built a career combining technology, business, and public service. He is a resident of Mechanicsville and is married with two children.
Morgan's entry into politics was motivated by frustration with state government. After witnessing the impact of harmful regulations during the 2007 housing crisis and the Maryland legislature's legislative responses to the financial collapse, he decided to pursue elected office. He first ran for the House of Delegates in 2010, narrowly losing by 282 votes. In 2014, he successfully won election to the Maryland House of Delegates.
Education and Early Career
Morgan attended Maurice J. McDonough High School in Pomfret, Maryland. He developed extensive technical expertise, working as a computer technician, system engineer, network analyst, and lead technical specialist at the College of Southern Maryland from 2001 onward. He also transitioned into the real estate industry, becoming a realtor with O'Brien Realty beginning in 2005 and was inducted into the Hall of Fame of the Southern Maryland Association of Realtors in 2014.
Political Experience
Morgan has served in the Maryland House of Delegates since January 14, 2015. He is currently Chair of the Maryland Freedom Caucus and serves on the Health and Government Operations Committee. Previously, he held the position of Assistant Minority Leader from 2019 to 2021.
Beyond his legislative duties, Morgan serves on the Executive Board of the Tri-County Council for Southern Maryland and is a member of the Maryland Medicaid Advisory Committee. He has been recognized for an 8-year cumulative pro-business rating and is known as an advocate for government accountability, medical freedom, and educational transparency.
