Biography

Delegate Mark N. Fisher is a Republican representing District 27C in the Maryland House of Delegates, covering parts of Calvert County. He has served since 2011, initially in District 27B until 2015, and is known for his entrepreneurial background in wireless infrastructure, conservative advocacy as a founding member of the Maryland Freedom Caucus, and community involvement including saving a historic baseball field through his nonprofit.

Born August 3, 1962, in Baltimore, Maryland, Mark Nicholas Fisher is a lifelong Marylander raised in Baltimore Highlands. He is an entrepreneur who founded a company in 1994 focused on cell tower infrastructure, enabling wireless coverage for millions in the mid-Atlantic, and later incorporated renewable energy like wind turbines and solar panels. In 2003, he established the Gray's Field Foundation, a nonprofit that preserved a historic African-American baseball field in Owings, now used by local youth. Fisher is a longtime soccer coach and booster, serves on boards including the Calvert Marine Museum and Calverton School, and hosts the podcast Mark and the Millennials. Married to Deena Fisher for over 30 years, they have three adult children raised in Calvert County.

  • Political Experience: First elected in 2010, defeating incumbent Democrat Sue Kullen in an upset for District 27B ; sworn in January 12, 2011. Current assignments include the Government, Labor, and Elections Committee, with subcommittees on Local Government/BiCounty Agencies and Administration, and Corrections; previously on Economic Matters and Ways and Means Committees. Served as Chair of the Calvert County House Delegation; Deputy Minority Whip ; 3rd Vice Chair of the Tri-County Council for Southern Maryland Executive Board; member of the Southern Maryland Agricultural Development Commission . Described as one of the most vocal conservatives in the House.
