Biography

Luke E. Torian is a Democratic member of the Virginia House of Delegates representing the 24th district in Prince William County, serving approximately 80,000 constituents in the suburbs of Washington, D.C. Elected in 2009, he previously represented the 52nd district until 2024. He serves as Chairman of the House Appropriations Committee, a role he held from 2020 onward, and is a member of the General Laws and Rules Committees. Notable achievements include passing over 50 bills and resolutions improving education, housing, criminal justice, retirement security, and support for veterans and assisted living residents; securing $2.5 million for community violence intervention programs; and receiving awards such as the 2023 Joseph R. Biden Lifetime Achievement Award, 2012 Economic Competitiveness Award from the Virginia Chamber of Commerce, and 2015 Human Rights Award from the Prince William County Human Rights Commission. A community leader and minister for over 35 years, he was Pastor of First Mount Zion Baptist Church in Dumfries from 1995 to 2024, and holds leadership positions including Chair of Virginia’s Minority Business Commission, Vice Chair of the Major Employment and Investment Project Approval Commission, and member of boards like the Virginia Growth and Opportunity Board, Northern Virginia Transportation Authority, and Joint Legislative Audit and Review Commission. He lives in Woodbridge with his wife, Clarice, and daughter, Constance.
