Biography
Luke Evslin
Luke Alexander Evslin is a Democratic politician serving in the Hawaii House of Representatives for the 16th district, which encompasses Wailua, Hanamā'ulu, Kapaia, Līhu'e, Puhi, and a portion of 'Ōma'o on the island of Kaua'i. He was appointed by Governor Josh Green to replace James Tokioka and complete his predecessor's term in the state legislature.
Evslin is deeply engaged in addressing housing affordability, which he identifies as the most pressing issue facing Kaua'i. His legislative work has focused on expanding housing options and reducing barriers to residential development across Hawaii.
Political Experience
Evslin currently serves as Chair of the House Committee on Housing and is a member of the House Committee on Education. Prior to joining the state legislature, he served four years on the Kaua'i County Council, building local government experience before advancing to the state level.
Legislative Achievements
Evslin has sponsored several significant pieces of legislation that have become law:
SB 3202 CD1 : Legalizes two accessory dwelling units per residential lot with county flexibility, prohibits covenants from restricting ADUs, reduces impact fees for small homes, and streamlines residential subdivisions within urban state land use districts.
HB 2090 CD1 : Requires counties to allow multifamily residential development in all commercially zoned areas and reduces barriers for converting existing commercial buildings into residential homes.
HB 1633 CD1 : Supports digital equity initiatives, including a Digital Equity Declaration for Kaua'i and policies advancing broadband connectivity to underserved areas.
Additionally, Evslin has authored resolutions supporting in-person education for Kaua'i schools and advocating for lending initiatives to support Native Hawaiians on Hawaiian Home Lands.
