Biography
Representative Louis Riggs
Louis Riggs is a Republican representing District 5 in the Missouri House of Representatives, which includes Marion and Ralls counties. He was first elected to this position in November 2018 and continues to serve. A lifelong resident of Hannibal, Missouri, Riggs is an accomplished public servant with extensive experience across multiple professional fields.
Beyond his legislative duties, Riggs maintains an active career as an attorney, educator, and business owner. He serves as an Associate Professor of English and Business Law at Hannibal-LaGrange University, where he has taught for over 14 years, and also teaches at Culver-Stockton College as an adjunct professor. He owns and operates Louis Riggs Farmers Insurance Agency and maintains a legal practice through Louis Riggs LLC, where he also works as a consultant and speaker.
Riggs is deeply committed to community service and nonprofit leadership. He has served as Chair of the Board of Directors of the Missouri Humanities Council, as well as past president of Missouri Community Betterment, Hannibal Nutrition Center, and Hannibal Free Clinic. He is a co-founder and past president of the Northeast Missouri Conservative Club and serves on the City of Hannibal Mark Twain Home Board. Additionally, he is a member of the Board of Directors of Missouri Rural Development Partners and has been recognized on the University of Missouri Extension Leaders Honor Roll for his service to the Marion County Extension Council.
Riggs is an Eagle Scout and maintains membership on the Marion County Republican Central Committee.
Education
Riggs earned a Bachelor of Arts in English from Westminster College in Missouri and a *Juris Doctor * in Law from the University of Missouri-Columbia .
