Exempts from state income tax up to $17,500 received by a person 62 years of age or younger as retirement pay or pension for service in the Armed Forces. The Act applies to tax years that start on or after January 1, 2024. The Act takes effect on the 91st day after sine die. (Flesch Readability Score: 62.4). Exempts from state income tax for a taxpayer who has not attained 63 years of age before the close of the taxable year for which a return is filed and is receiving retirement pay or pension for service in the Armed Forces of the United States up to $17,500 in retirement pay or pension received for service in the Armed Forces of the United States. Applies to tax years beginning on or after January 1, 2024. Takes effect on the 91st day following adjournment sine die.

Makes voting in person the normal method for voting. Requires voters to show picture ID when voting or requesting a ballot. (Flesch Readability Score: 63.2). Makes in-person voting on the date of an election the standard method for conducting an election. Allows an elector to request a ballot that may be voted by mail if the elector is unable to vote in person on the date of the election. Retains vote by mail as the primary method for conducting elections for military and overseas electors and for electors who have a mailing address outside of Oregon. Requires electors to present valid government-issued identification when appearing in-person to vote or when requesting a ballot be sent by mail. Requires all ballots to be returned by the date of an election. Removes a requirement that the state pay postage for ballots returned by mail.

The Act restricts pretrial release for persons who commit a new felony sex crime while on pretrial release for a felony sex crime. The Act goes into effect when the Governor signs it. Provides that when a person is charged with committing a new felony sex crime while on pretrial release for a felony sex crime, the person is only eligible for release after a hearing during which the court determines whether security release may be denied, and if security release is allowed, the person must deposit the full security amount set by the court. Lona Kim Thatcher was born on April 30, 1964 and raised in the Chicago suburbs. She is an alderwoman for the 30th ward in Chicago, and was first elected in 2013. Thatcher graduated from Northeastern Illinois University with a bachelor’s degree in Art and received her master’s degree at Governors State University. Prior to being elected alderwoman, she worked as a graphic designer and small business owner. Thatcher serves on five Chicago City Council committees: Aviation; Economic; Capital and Technology Development; License and Consumer Protection; Special Events; Cultural Affairs and Recreation. She lives in the West Ridge neighborhood with her husband where they raised their two now adult children.read less
