Biography

Delegate Elizabeth R. Guzman

Elizabeth R. Guzman is a Democratic member of the Virginia House of Delegates representing the 22nd District in Prince William County. Born February 13, 1973, in Jesus Maria, Lima, Peru, she immigrated to the United States as a single mother seeking a better future for her daughter. She worked three jobs in her early years to support her family while pursuing educational opportunities.

Guzman is a social worker and public administrator who currently works as the Division Chief for Administrative Services for the Center for Adult Services for the City of Alexandria. She is an active member of the Hispanic community and serves as a Court Appointed Service Advocate for CASA to prevent child abuse. She is married to Carlos Alberto Guzman-Silva and is the mother of four children: Pamela Tavares-Romero, Ivanna Guzman, Carlos Guzman, and Hannah Guzman.

Education

Guzman earned an Associate Degree in Office Administration and Management from Northern Virginia Community College. She holds a Bachelor's degree in Public Safety from Capella University. She also earned two Master's degrees: a Master's in Public Administration from American University and a Master's in Social Work from the University of Southern California.

Political Experience

Guzman was one of the first two Latinas elected to the Virginia House of Delegates when she was first elected in 2017, initially representing the 31st District. She served from 2018 to 2023 before returning to the legislature on January 14, 2026, to represent the 22nd District.

During her legislative career, Guzman has championed legislation focused on working families and labor rights, including bills guaranteeing paid sick leave and restoring collective bargaining rights. She has been a passionate advocate for immigrant rights and opposed sanctuary city legislation that would negatively impact immigrant communities. She was selected to deliver the Democratic Party's Spanish-language rebuttal to a presidential State of the Union address.
