Biography
Lisa Shepherd
Lisa Shepherd is a Republican member of the Utah House of Representatives representing District 61, which encompasses southwest Orem and west Provo. She began her legislative service on January 1, 2025, following her election in 2024. Shepherd has been actively serving her community since 1993 and is known for being a compassionate listener dedicated to the people of her district.
Education
Shepherd holds a Bachelor's Degree in Political Science with an emphasis in Public Law from Utah Valley University, where she graduated Magna Cum Laude. She also completed a Minor in Constitutional Studies at UVU and earned an Associate Degree in Business Management with an emphasis in Small Business Management from the same institution. Additionally, she holds a High-Performance Leadership Master Certificate from The Professional Leadership Academy.
Political Experience
Shepherd brings nearly 34 years of Republican Party leadership experience at multiple organizational levels. She has held positions including precinct chair, House District 61 Chair , county and state party officer roles, and was a National Delegate in 2020. As District 61 Chair, she organized district-wide caucuses, trained precinct officers, engaged on the Utah County Republican Party Executive and Central Committees, coordinated get-out-the-vote efforts, and arranged town halls with elected officials. She is also a member of the UTGOP Central Committee.
In the legislature, Shepherd serves on the House Committee on Law Enforcement and Criminal Justice, the House Committee on Revenue and Taxation, and the Subcommittee on General Government Appropriations. She is a member of the National Association of Parliamentarians and has been recognized as the Lady of Liberty by the Iron County Republican Party. Her professional background includes work as a policy advisor.
