Repeals existing law that requires the Department of Health to conduct unannounced visits and inspections, including inspections for relicensing or recertification, of state-licensed special treatment facilities. Requires the Department of Health to prioritize investigations of complaints against state-licensed or state-certified care facilities based on the degree of severity of the allegations. Clarifies that any person, corporation, or any other entity that provides health care or human services is prohibited from knowingly referring or transferring patients to an uncertified or unlicensed care facility. Repeals existing law providing that a landlord shall not be deemed to be providing home care services or operating a care facility that requires a license under specified conditions. Effective 6/30/2050. (SD1)

Part II: Amends the deadlines for required upgrades conversions, or connections for certain priority level 1 and priority level 2 cesspools. Part III: Authorizes and appropriates funds to the Department of Health to retain qualified consultants as necessary to identify necessary public outreach and education resources and tools and develop a comprehensive public outreach strategy and website to educate homeowners and wastewater industry professionals about information and resources regarding the State's cesspool upgrade, conversion, and connection requirements and deadlines. Part IV: Appropriates funds and establishes positions for the implementation of the cesspool compliance pilot grant project. Declares that the general fund expenditure ceiling is exceeded. Establishes requirements for transient accommodations brokers prior to publishing an advertisement on the availability of a property for lease or rent on behalf of an operator or plan manager. Prohibits transient accommodations brokers from engaging in business with an operator or plan manager who is not in compliance with state laws and county ordinances. Prohibits a hosting platform from providing booking services in connection with a transient vacation rental that is not lawfully certified, registered, or permitted as a transient vacation rental under applicable county ordinance.
