Biography
Lincoln E. Barnett is a Democrat representing District 63 in the Arkansas House of Representatives, covering portions of Crittenden and St. Francis counties. He is serving his first term in the 95th General Assembly after winning the Democratic nomination in a 2024 runoff and the November 2024 general election. Previously, he served as Mayor of Hughes, Arkansas and as a School Board Member for the Hughes School District . Barnett works in behavioral health, as a minister/pastor, and as Delta Regional Director for Rural Community Alliance. He is actively involved in organizations like the Hughes Community Action Network, Lee County Cooperative Clinic , Democratic Party of St. Francis County, and Arkansas Municipal League. A Baptist and member of Omega Psi Phi Fraternity, he resides in Hughes with his wife, Dr. Freda Barnett. Notable achievements include Certified Municipal Official , 2021 Martin Luther King Jr. Board of Preachers Inductee , and multiple Achievement Awards from Omega Psi Phi.
