Repeals the exemption granted to churches by Act 22, Session Laws of Hawaii 2020, relating to bonding requirements and fee requirements for licenses, renewals, and reinstatements of licenses applicable to cemeteries and funeral trusts. Clarifies that the Director of Commerce and Consumer Affairs shall exempt any cemetery authority from the bonding requirement and the fee requirements for license, renewal, and reinstatement upon proof satisfactory to the Director that the cemetery authority does not sell for financial profit. Effective retroactively to 09/15/2020.

Requires boards to make available for public inspection board packets, if created, at the time the board packet is distributed to the board members but no later than two business days before the meeting. Carves out an exception by allowing public testimony to be distributed to board members within two business days before the meeting. Requires boards to provide notice that includes a list of the documents that were compiled by the board and distributed to board members before a meeting. (SD1)

Les Ihara Jr. was elected to the Hawaii State Senate in 2012. He previously served in the State House of Representatives from 1985 to 1995 and from 2007 to 2012. Ihara has served on several legislative committees including Education, Finance, and Public Safety. Ihara earned his BA in Sociology from the University of Hawaii at Manoa and his MA in Public Administration from the University of Southern California. Prior to entering state politics, he worked as an administrator and faculty member at several colleges and universities in Hawaii. He also served as an elected trustee for the Office of Hawaiian Affairs from 1990 to 1995.read less
