Specifies that the penalty for sex trafficking shall be payment of a fine of no less than $50,000 but no more than $100,000, and a definite term of imprisonment of up to 20 years without the possibility of a suspended sentence, probation, or parole. Provides that consent to sexual conduct is not a defense. Defines "sexual conduct". Provides that a minor who reports that the minor is a victim of sex trafficking shall not be subject to criminal liability.

Prohibits the Department of Land and Natural Resources from approving any land disposition to the United States military that allows for or facilitates any military training activities on the subject lands. Requires that any lease or lease extension between the State and the US Department of Defense or branches of the US military include certain provisions, including an acknowledgement that the State retains authority over all environmental matters within its jurisdiction. Provides that violation of state or federal environmental law, or any law, rule, or order on a matter affecting the health and safety of the State's residents, shall be grounds for terminating the lease. Prohibits the State from leasing public lands to or extending the lease of the US Department of Defense or any branch of the US military if the department or branch is noncompliant with any environmental order, consent decree, or memoranda of agreement, or any law, rule, or order on a matter affecting residents' health and safety. Requires Department of Land and Natural Resources to request that the military agree to remediation of existing leased lands prior to the end of the lease term.

Allows a condominium association that claims a Renewable Energy Technologies Income Tax Credit under section 235-12.5, HRS, to transfer the credit, or a portion thereof, to another individual or corporate taxpayer that is not related to the condominium association. Requires the Director of the Department of Taxation to prepare forms necessary for the transfer of Renewable Energy Technologies Income Tax Credits. Provides that condominium association unit owners shall not be entitled to any apportionment or distribution of a transferred Renewable Energy Technologies Income Tax Credit when a condominium association transfers the tax credit. Takes effect 7/1/2040. (SD1)

Under certain conditions, limits the payment of any delinquent tax and penalty required by the Director of Finance of a county as a condition precedent to the transfer of ownership of a vehicle to the aggregate amount of delinquent taxes and penalties accumulated by the previous registered owner over the preceding five-year period. Establishes a fine of not more than $5,000 for a person that transfers ownership of a vehicle and thereafter reobtains ownership by subsequent transfer for the primary purpose of evading delinquent taxes and penalties. Requires the respective counties to amend any applicable ordinances. (SD1)

Establishes that the transfer or acquisition of a controlling interest in an entity that owns real property in the State shall be subject to the conveyance tax. Eliminates the dollar cap amounts of conveyance tax collections paid into the Land Conservation Fund and Rental Housing Revolving Fund. Deposits ten per cent of conveyance tax collections into the Dwelling Unit Revolving Fund for purposes of funding infrastructure programs for transit-oriented development. Effective 1/1/3000. (HD1)

Provides that Hawaii is a "constitutional carry" state. Repeals the licensing procedure set forth in section 134-9, HRS, under which county police chiefs have the discretion to decide whether an applicant may receive a license to carry, concealed or unconcealed, a pistol or revolver and ammunition therefor. Authorizes a person who is a United States citizen aged 21 or older to carry, concealed or unconcealed, a firearm and ammunition therefor without any requirement to demonstrate a special need for self-defense, provided that certain other conditions are met. Repeals "place to keep" provisions of the HRS.
