Biography
Kristin Phillips-Hill is a Republican member of the Pennsylvania State Senate representing District 28 . Elected in 2018 and re-elected in 2022, she previously served in the Pennsylvania House of Representatives for District 93 and on the Dallastown Area School Board . A former small business owner, she emphasizes government efficiency, fiscal responsibility, and taxpayer priorities. Notable achievements include leading human trafficking reforms, overturning a century-old law restricting religious expression, banning third-party election funding, expanding high-speed internet access , streamlining permitting and healthcare prior authorizations, and advocating for property tax elimination and business-friendly regulations. For the 2025-2026 session, she serves as Senate Majority Caucus Chair, vice chair of Communications & Technology, and chairs the Legislative Budget and Finance Committee. She resides in York Township with her husband Rick and has three grown children.
