Biography

Kristin Baker

Kristin Dutrow Baker is a Republican politician and psychiatrist from North Carolina. Born in 1963, she served as a member of the North Carolina House of Representatives representing the 82nd district, which includes constituents in Cabarrus County, from her appointment in March 2020 until 2025.

Prior to her legislative career, Baker spent twenty-five years serving Cabarrus County families as a physician. Beyond her medical practice, she has been actively involved in her community, serving as a Board of Trustees member for Cannon School and volunteering with Present Age Ministries to help sex trafficking victims.

Education

Baker is a Morehead-Cain Scholar who earned her bachelor's degree from the University of North Carolina at Chapel Hill in 1985, graduating Phi Beta Kappa. She completed her medical degree from the University of North Carolina at Chapel Hill School of Medicine in 1989. She furthered her medical training by completing her psychiatry residency through Washington University School of Medicine in St. Louis, Missouri, and a fellowship in Child and Adolescent Psychiatry at St. Louis Children's Hospital. Baker holds board certification in both General Adult Psychiatry and Child and Adolescent Psychiatry.

Political Experience

During her time in the North Carolina General Assembly, Baker held several prominent committee positions. She served as chair of the House Health Committee and chair of the Appropriations Committee for Health and Human Services. She was also appointed by Speaker Tim Moore to serve as co-chair of select committees, including the COVID-19 Task Force and the Task Force on Community Relations, Law Enforcement, and Justice.

In her private capacity, Baker has served as Medical Director for Hospice of Cabarrus County, on the Board of Directors for Mental Health America of Central Carolinas, and on the Board of Directors for the Community Free Clinic. She currently serves on several boards as an Advisory Board Member for The Cannon Foundation, a Carolina Alumni Board Member, and a Board Member for the Mental Health Advisory Board of Cabarrus County.
