Biography
Kimberly Ann Lightford is a Democratic member of the Illinois Senate, representing the 4th district since 1998. She made history in January 2019 as the first Black woman to serve as Illinois Senate Majority Leader. A lifelong resident of her district, she has championed education, youth development, economic equity, and criminal justice reform over her 26-year Senate career, including leading the Illinois Legislative Black Caucus's four-pillar agenda on criminal justice, education, economic opportunity, and health care.
Education and Political Experience
- Education: Bachelor's degree in public communications and human relations from Western Illinois University; Master's degree in Public Administration from the University of Illinois at Springfield.
- Political Experience: Elected as the youngest person to the Illinois Senate in 1998; long-time member and former chair of the Senate Education Committee; current roles include Senate Majority Leader, chair of the Senate Black Caucus, co-chair of the Illinois Commission on Intergovernmental Cooperation, and service on committees for Labor, Education, Executive, Financial Institutions, and Redistricting.
Notable Achievements and Positions
- Passed national-model education reforms for teacher evaluations, student progress tracking, universal preschool, no-bullying zones, and equitable disciplinary practices.
- Led minimum wage increases , Payday Loan reforms, Illinois Equal Pay Act, paid leave for all workers , Seal of Biliteracy, Juneteenth as a state holiday , and Black Women’s History Day .
- Community initiatives include Uplift Our Future youth programs, annual college fairs, back-to-school events, and the Children’s Adversity Index .
