Biography
Kevin Winter
Representative Kevin Winter is a Republican serving the Rutland-Windsor district in the Vermont House of Representatives, representing the towns of Ludlow, Mount Holly, and Shrewsbury.
Kevin Winter was born in St. Louis, Missouri, as the oldest of four children. He has been a Ludlow resident for 25 years and is currently retired at age 69. Winter is married with three adult children and seven grandchildren.
Beyond his political career, Winter has been active in his community and faith. He served on a New York state school board for 11 years while raising his children and has been an Elder in his local church for over 20 years. Winter has also experienced personal challenges, including supporting two sons through opioid addiction recovery; both sons are now sober and functioning as productive family members.
Education and Career
Winter holds a Bachelor of Science in Engineering from Alfred University. His professional career spanned 45 years in corporate manufacturing and sales management, working for major companies including General Electric, UTC, and Teco-Westinghouse.
Political Experience
Winter was elected to the Vermont House of Representatives in 2025, winning the Republican primary with 99.2% of the vote. He serves on the House Committee on Corrections and Institutions and the Canvassing Committee. As a constitutional originalist, Winter prioritizes preserving individual liberties, particularly First and Second Amendment rights, and advocates for reducing taxes and regulation to alleviate financial burdens on Vermonters.
