Kelly Moller is a member of the Minnesota Democratic–Farmer–Labor Party representing District 40A in the north-central Twin Cities metropolitan area, including cities such as Mounds View, Shoreview, Arden Hills, and parts of New Brighton in Ramsey County. Born on February 2, 1972, she is an attorney, prosecutor, and victim rights advocate who has resided in Shoreview for nearly 25 years and is a mother with children in the Mounds View School District. Elected in 2018 by defeating one-term Republican incumbent Randy Jessup, she flipped a competitive seat and has been reelected in 2020 , 2022 , and 2024 with strong margins, currently serving her fourth term.

Education and Political Experience

Moller serves as chair of the Public Safety Finance and Policy Committee and co-chair of the Ethics Committee, with additional roles on the Judiciary Finance and Civil Law, Ways and Means, and Rules and Legislative Administration Committees; she previously vice-chaired the Judiciary Finance and Civil Law Committee from 2021 to 2022. Notable achievements include nationally recognized reforms to Minnesota's sexual assault and harassment laws, such as eliminating the "severe or pervasive" standard for hostile work environments based on survivor testimony, and bipartisan legislation on mental health for students, disability flexibility, public safety , and gun violence prevention. She has passed dozens of bills in her first two terms, drawing from constituent input and her prosecutorial background to prioritize criminal justice reform, law enforcement tools, job training, affordable housing, and holding offenders accountable.
