Biography
Kelly Convirs-Fowler
Kelly Convirs-Fowler is a Democratic politician representing Virginia's 96th House District in the Virginia House of Delegates. She was born and raised in Virginia Beach by a military family and is the proud granddaughter of Navy Veterans, both of whom were Filipino natives who earned their citizenship through military service.
Of Filipino and Mexican descent, Fowler is a mother of three and a lifetime Virginia Beach resident. She continues to reside there with her husband, Dave, and their family.
Education
Fowler graduated from Tallwood High School in Virginia Beach. She became the first member of her family to attend college, earning her Bachelor's degree in Psychology and Criminal Justice from Virginia Wesleyan College. She later completed her Master's degree in Education from Old Dominion University.
Political Experience
Fowler was first elected to the Virginia House of Delegates in November 2017 with 52.3% of the vote, defeating incumbent Ron Villanueva. She initially represented the 21st District and was reelected in 2023 to represent the 96th District, where she continues to serve.
Since taking office in January 2018, Fowler has focused on addressing constituent concerns including flooding, street maintenance, rising utilities, and increasing costs of goods. She is a strong advocate for curbing gun violence and implementing justice and policing reforms.
In her current role, Fowler serves on three major committees: Education , Labor and Commerce, and Privileges and Elections . She is also a founding member of the Virginia Asian American and Pacific Islander Caucus, an officially recognized legislative caucus of the Virginia General Assembly.
Before entering politics, Fowler worked as a teacher at Lynnhaven Elementary and Lindenwood Elementary in Virginia Beach. She later transitioned to owning a brokerage firm specializing in helping military families relocate to Virginia Beach.
