Biography

Representative Keith Harris

Keith Sea Harris is a Democratic member of the Pennsylvania House of Representatives representing the 195th Legislative District, a position he has held since September 30, 2024.

Harris was born circa 1961 and has deep roots in Philadelphia's civic life. He is a lifelong advocate for fair housing and anti-violence initiatives. Throughout his career, he has demonstrated a strong commitment to community development and public service.

From 1984 through 1990, Harris played a pivotal role in Philadelphia's graffiti removal program under the leadership of Tim Spencer, work that laid the groundwork for the city's renowned Mural Arts Project. He served on the board of Strawberry Mansion Health Center from 1993 to 1999 and became an honorary board member of the Strawberry Mansion Learning Center in 2008, which supports youth and education. From 2014 through 2023, Harris was involved with the Cecil B. Moore Recreation Center, where he helped drive community projects and address food insecurity.

Prior to his election to the state legislature, Harris served as the 28th Ward leader for the Philadelphia Democratic Party and as sergeant of arms for the Philadelphia City Council. He also held experience as a deputy register of wills.

Education and Political Experience

Harris earned a certificate in liberal arts education through the Act Now program at Philadelphia Community College from 1980 to 1982. He began his professional engagement with the Philadelphia Anti-Graffiti Network in 1984.

Harris was selected by the Philadelphia Democratic Party in 2024 to fill the seat vacated by the resignation of Donna Bullock. He won the September 17 special election unopposed with 99.28% of the vote and was subsequently reelected in the November 5, 2024 general election.

As a state representative, Harris's legislative priorities include mental health advocacy and promoting the human rights of persons with mental health disorders, education, securing fair employment opportunities for all people, and ensuring that resources necessary to keep communities safe are effectively distributed.
