Kathie Hess Crouse represents District 19 in Putnam County, West Virginia, in the House of Delegates. Born December 2, 1969, in Charleston, West Virginia, to parents Roger and Linda Hess, she is a homemaker married to Marc Crouse with five children: Willow, Chase, Patrick, Nicholas, and Michael. She is Christian and has served as president of the West Virginia Home Educators Association, a commissioner of the West Virginia State Athletic Commission , and a board member of the Putnam County Convention and Visitors Bureau. Notable achievements include her appointment to the House on November 24, 2021, by Governor Jim Justice , election in 2022 to the new 19th District, and sponsoring 46 bills as lead sponsor in 2026. Prior unsuccessful runs were for Putnam County Board of Education and House of Delegates . She is affiliated with groups like West Virginia Citizens Defense League, Home School Legal Defense, and various Republican clubs and women's federations.
