SB1008 - Relating To Taxation Of Aviation Fuel.

Imposes a state carbon emissions tax of $6.25 per ton of carbon dioxide equivalent emissions on all aviation fuel. Directs the aviation fuel tax into the airport revenue fund. Implements a tax credit to mitigate the effects of this tax on lower income taxpayers.

Excludes xylazine testing strips from the definition of "drug paraphernalia". Requires the administrator of the narcotics enforcement administration to make an emergency scheduling by placing xylazine into schedule III on an emergency basis.

Prohibits a person from recklessly distributing, or entering into an agreement with another person to distribute, materially deceptive media, subject to certain exceptions. Establishes criminal penalties for distributing materially deceptive media. Establishes remedies for parties injured by the distribution of materially deceptive media. (CD1)

SB3273 - Relating To Climate Change.

Requires the Hawaii Climate Change Mitigation and Adaptation Commission to develop strategies for vehicle miles traveled reduction in the State. Requires a report to the Legislature.

SB649 - Relating To Packaging Waste.

Requires the Department of Health, with assistance from each county, to develop a statewide needs assessment to determine resources necessary to reduce packaging waste by seventy per cent from the baseline amount. Requires the Department of Health to establish an advisory council by 1/1/2024 to advise the Department on how to structure a producer-funded packaging waste reduction and reuse program. Requires the Department of Health to: (1) develop a packaging waste reduction and reuse program by December 31, 2025, and (2) publish and implement a packaging waste reduction and reuse plan, beginning July 1, 2026. Establishes the Packaging Waste Special Fund. Makes appropriations.

SB3252 - Proposing A Constitutional Amendment To Protect The Right To Reproductive Freedom.
