Representative Julio Cortes , District 38 - Position 1, Washington State House of Representatives
Julio Cortes is a Democratic state representative serving Washington's 38th Legislative District - Position 1, based in Everett. An immigrant to the U.S., he began his career over a decade ago working with homeless youth and families, which inspired his focus on public service, poverty alleviation, economic expansion, workforce development, and affordable housing. He previously served as Communications and Marketing Manager for the City of Everett and held roles at Cocoon House, including Homeless Prevention Specialist, Advocate and Outreach Manager, and Public Relations Manager. Notable achievements include sponsoring seven bills in his first term , co-sponsoring 64 bills, and securing funding for Port of Everett improvements, a major road project in Tulalip and Marysville, and a new Compass Health behavioral health facility. He is part of the first Washington State Legislative Latino Democratic Caucus.
Education and Political Experience
- Education: Attended Walla Walla Community College, then transferred to Western Washington University, graduating in 2009 with a degree in Public Relations and Journalism.
- Political Experience: Elected to the Washington State House of Representatives in 2023 for District 38 - Position 1 . Serves as Vice Chair of the Early Learning & Human Services Committee; member of Technology, Economic Development, & Veterans Committee and Appropriations Committee. Engaged in legislative advocacy through prior work at Cocoon House.
