Biography
Julio A. Concepcion is a Democratic state representative serving Connecticut's 4th House District, which includes parts of Hartford, since June 2018. He currently holds the position of Assistant Majority Whip and serves as House Chair of the Executive and Legislative Nominations Committee, with additional roles on the Finance, Revenue and Bonding Committee and the Transportation Committee.
Born in Puerto Rico and residing in Hartford, Concepcion has a strong background in community and economic development. He serves as Executive Director of the Hartford Chamber of Commerce, following 11 years as Vice President of Hartford Partnerships for the MetroHartford Alliance, acting as a key liaison between investors, city officials, and neighborhoods. Previously, from 2005 to 2007, he worked as Community Liaison and Assistant to the Mayor of Hartford, focusing on constituent issues.
Notable achievements include election to Hartford’s 5th District Town Committee in 2010, selection as Grand Marshal of the Puerto Rican Day Parade and Hartford Business Journal “40 under Forty” winner in 2011, and election to Hartford’s Court of Common Council in 2015, where he was chosen as Majority Leader. He has chaired Hartford Crime Stoppers and the Young Professionals Taskforce, and serves on boards including Greater Hartford YMCA, Downtown Business Improvement District, Hartford Stage, Riverfront Recapture, Camp Courant, Knox Foundation, Theaterworks Hartford, and United Way of Central and Northeastern Connecticut. He was reelected in 2018, 2020, and 2022, with his term ending in 2027.
