Julie Palakovich Carr

Julie Palakovich Carr was born in Harrisburg, Pennsylvania on April 22, 1983. She is a member of the Maryland House of Delegates, where she has served since January 2019. She represents approximately 140,000 residents in District 17 of Montgomery County.

Before her election to the state legislature, Palakovich Carr served two terms on the Rockville City Council from 2013 to 2019, where she championed progressive reforms including banning smoking in outdoor dining areas, protecting law-abiding immigrants, and improving roadway safety. She also served on several municipal task forces, including two terms on the Rockville Environment Commission and as chair of the Adequate Public Facilities Ordinance Review Committee.

Education

Palakovich Carr holds a bachelor's degree in biology from Boston University and a master's degree in biology from the University of Minnesota . She is the only biologist with an advanced degree in the Maryland state legislature and brings a scientific, fact-based approach to policymaking.

Political Experience

In the Maryland House of Delegates, Palakovich Carr serves in several leadership roles:

Notably, during the 2021 legislative session, she introduced legislation to extend Maryland's earned income tax credit to Individual Taxpayer Identification Number filers, which passed and became law.

Palakovich Carr's professional background includes serving as CEO and co-founder of Victory Guide, a political technology company, and as public policy manager for the American Institute of Biological Sciences. She also worked as an Environmental and Homeland Security Policy Advisor to U.S. Senator Maria Cantwell of Washington from 2008 to 2009.

Her legislative efforts and community service have earned her numerous recognitions, including Maryland's Top 100 Women , the Friend of Municipal Government Award from the Maryland Municipal League , and the Leading Woman award from the Daily Record .
