Biography

Representative Judd Strom

Judd Larkin Strom was born on June 16, 1978, and is a Republican representing Oklahoma House District 10, which includes Nowata, Osage, and Washington counties. A lifelong resident of northeastern Oklahoma from the Copan area, Strom is a rancher and rural firefighter who has prioritized rural infrastructure and government efficiency throughout his career in office.

Strom was prompted to run for office by his belief in the need for a more effective government. His service in the House has provided him greater opportunities to advocate for rural Oklahoma at the State Capitol and help his community more effectively.

Education

Strom graduated from Pawhuska High School and attended Oklahoma State University, where he earned a degree in political science.

Political Experience

Legislative Service

Strom has served in the Oklahoma House of Representatives since 2018 and was re-elected by default in 2020. Since 2021, he has chaired the House Appropriations & Budget Subcommittee on General Government, where he oversees annual budget requests from dozens of state agencies and plays an integral part in the appropriations process.

Notable Achievements

His legislative accomplishments include:

  • House Bill 1095 – Introduced a first-of-its-kind criminal justice reform approach by offering offenders reduced sentences if they relocate from their conviction area for the length of their sentence
  • Credit card fraud legislation – Authored measures attacking credit card fraud
  • Government efficiency initiatives – Sponsored legislation increasing government efficiency
  • Public health measures – Authored legislation encouraging health outcomes in newborns
  • Trade expansion – Spearheaded work to establish greater trade capabilities with Taiwan, positioning Oklahoma at the forefront of technology development
  • Ethics reforms – Led a bipartisan government reform package including House Bill 3419, which strengthens state ethics laws by making it a felony for officials to use confidential government information for personal financial gain
