Representative Josh Penner

Joshua Andrew Penner is a Republican member of the Washington House of Representatives representing *District 31 *. He assumed office on January 13, 2025, after winning election in November 2025 with 61.08% of the vote, succeeding Eric Robertson and serving alongside Drew Stokesbary.

Born on August 4, 1982, in Bonney Lake, Washington, Penner is a lifelong resident of the 31st District. A U.S. Marine Corps veteran, he served as a radio operator in Iraq during the Global War on Terrorism. He is the mayor of Orting since 2018, a small business owner, and CEO of Inquisic.AI. Penner is married to Tricia since 2005 and they have four children, including two with special needs. As mayor, he has prioritized fiscal responsibility, public safety, and tax relief, achieving balanced budgets and reduced tax burdens for Orting residents. He is a vocal advocate for veterans, having co-chaired the King County Veterans Consortium, co-founded the Pacific Northwest Veterans Coalition, and supported victims of military sexual trauma. Penner has also partnered with law enforcement on de-escalation training for veterans.
