Biography

Josh S. Cutler is a Democratic attorney, author, and former state representative for the 6th Plymouth District in the Massachusetts House of Representatives, serving from January 2013 to February 2024. The district includes all precincts in Pembroke and Hanson, and precincts 2 through 6 in Duxbury. He was the first Democrat to hold the seat since the Reconstruction era. In 2024, he resigned to become Undersecretary of Apprenticeship, Work-Based Learning, and Policy in Governor Maura Healey's administration. Notable achievements include chairing the Labor and Workforce Development Committee, co-chairing the Future of Work Commission and Coastal Caucus, sponsoring the wage transparency act, disability hiring tax credit, and apprenticeship standards legislation, and receiving awards like the Thomas M. Menino Public Service Award and Legislator of the Year from the Massachusetts Developmental Disabilities Council.

Education and Political Experience

Education: Cutler earned a BA in government from Skidmore College , a JD from Suffolk University Law School, and an MA in environmental policy from the University of Massachusetts Dartmouth.

Political Experience: Before his legislative role, Cutler served as editor-in-chief and publisher of the Duxbury Clipper newspaper. As a six-term representative, he advocated for workforce development, vocational education, STEM initiatives, and disability employment. He authored books on local history, including Boston Gentlemen's Mob and Mobtown Massacre.
