Biography

John E. Barnes Jr.

John E. Barnes Jr. was born on June 12, 1958, in Cleveland, Ohio. He is a Democratic politician who has dedicated much of his career to public service, both in government and community leadership roles. Throughout his professional life, he has focused on advocacy for his constituents and broader policy initiatives affecting Ohio residents.

Education

Barnes attended John F. Kennedy High School in Cleveland and pursued higher education at multiple institutions, including Cleveland State University, Youngstown State University, and the American Institute of Banking. He graduated from Harvard University in 1993.

Political Experience

Barnes served in the Ohio House of Representatives representing the 12th district during two separate periods: from January 1999 to February 2002, and again from January 3, 2011 to December 31, 2018.

During his tenure in the state legislature, he sponsored legislation that directed hundreds of millions of dollars in funding for seniors, infrastructure, job readiness programs, and Medicaid expansion. Beyond his legislative work, he held several leadership positions, including chairman of the Ohio Commission on African American Males, second vice chairman of the Black Elected Democrats of Cleveland, and Sergeant-at-Arms for the Ohio Legislative Black Caucus. He was also a member of the Rock and Roll Hall of Fame Committee.

Prior to his legislative service, Barnes worked for the city of Cleveland in various capacities, including as a senior tax auditor for the individual audit department , in the legal department , and in the department of finance .
