Born in post-communist Albania, he immigrated to the United States with his family at age 3.5 in 1996 and settled in Bristol, Connecticut, where he later purchased his first home. Hoxha earned a bachelor's degree in political science and sociology from the University of Connecticut. An avid reader of American history and biographies of former presidents, he worked on Republican campaigns across states including Texas, Virginia, New Hampshire, Missouri, and Connecticut, often as a field director and managing several successful races, notably the 2017 Plymouth Republican municipal sweep. Hoxha continues the conservative legacy of the district through active civic engagement and legislation in the Connecticut General Assembly.
