James Carlton Hinebaugh Jr. was born on December 12, 1946, in Oakland, Maryland. He is a Republican member of the Maryland House of Delegates representing District 1A, which encompasses Garrett and Allegany counties. Hinebaugh is known for his extensive public service career spanning military, government, and community leadership roles.

Education

Hinebaugh attended Southern Garrett High School in Oakland, Maryland, graduating in 1964. He earned a Bachelor of Science degree in mathematics and computer science from the University of Southern Mississippi in 1974. He later completed a Master of Business Administration in public administration from Shippensburg University of Pennsylvania in 1988. Additionally, he attended the Command General Staff College and the Army War College.

Political Experience

Hinebaugh served 29 years in the U.S. Army as a Retired Colonel, holding positions including Company Commander in Vietnam and Germany, Battalion Commander in Germany, Commander of Red River Army Depot, Commander of the Defense Industrial Supply Center, and Commander of the Defense Distribution Center East.

In 1995, he was appointed Director of the Garrett County Department of Economic Development, serving in that role until 2012. He later worked as Director of Operations for Railey Mountain Lake Vacations from 2012 to 2014.

From 2014 to 2022, Hinebaugh served as a member of the Garrett County Board of Commissioners, representing District 3. He was elected to the Maryland House of Delegates in November 2022 and assumed office on January 11, 2023. As a state delegate, he serves on the House Appropriations Committee and its Health and Social Services Subcommittee, as well as the Oversight Committee on Personnel. He also maintains active involvement with the Tri-County Council of Western Maryland and serves on multiple boards focused on regional economic development and public health.
