Biography

Jim Costa is a Democratic representative for California's 21st Congressional District in the United States House of Representatives, serving since 2005. The district encompasses parts of Fresno and Tulare counties in California's San Joaquin Valley. Born on April 13, 1952, in Fresno, California, he is a Catholic, single, and has worked as an education consultant and farmer. A descendant of Portuguese immigrants from the Azores Islands, his family started as dairy workers and established a family dairy in Fresno’s Kearney Park.

Notable achievements include establishing the San Joaquin River Parkway and Conservancy, San Joaquin Valley Air Pollution Control District, and the region's first trauma center between Sacramento and Los Angeles. He secured funding for highway improvements, including State Route 180 . As Chair of the California State Senate Agriculture Committee, he championed San Joaquin Valley agriculture and water solutions. In Congress, he helped pass the Affordable Care Act, PACT Act for veterans, and Infrastructure Investment and Jobs Act.
