Biography
Jim Carns is a Republican representing District 48 in the Alabama House of Representatives. Born on September 21, 1940, in Blount County, Alabama, he is a businessman and lifelong Jefferson County resident who has served multiple terms in the House, including from 1990–2006 and since 2012 . He briefly served as Jefferson County Commissioner from 2006–2010. Notable achievements include chairing the Jefferson County Legislative Delegation , past roles as House Republican Caucus Chairman and Minority Leader, Chairman of the Industrial Development & Economic Growth Committee, and Chairman of Alabama's Welfare Reform Commission. He sponsored and passed key legislation such as Alabama's welfare reform, the first Voter ID law, and landmark drug intervention requiring anti-drug education in public schools. He has championed pro-family issues, education, and tort reform, and served on the Alabama Economic Development Board and World Trade Association board.
