Jill P. Carter is a Democratic member of the Maryland House of Delegates, representing District 41. She was first elected to the chamber in 2003. Carter earned her B.A. in English from Loyola College in Maryland in 1987. She went on to receive her J.D. from the University of Baltimore School of Law in 1990. Carter worked as an attorney before joining the House of Delegates. She served on the Baltimore City Council from 1999 to 2003.read less
