Biography
Jennifer D. Carroll Foy is a Democrat representing District 33 in the Virginia State Senate, which includes parts of Fairfax County and Prince William County. Born on September 25, 1981, in Petersburg, Virginia, she was raised by her grandmother in a community facing high poverty, unaccredited schools, and high crime rates. A former foster mom, magistrate judge, and public defender, she is married to Jeffrey Foy and has twin sons. Notable achievements include flipping a historically Republican district blue while pregnant in 2017 to win a House of Delegates seat , leading efforts to clean up toxic coal ash ponds, expanding Medicaid to over 500,000 Virginians, sponsoring the Equal Rights Amendment ratification in 2020, and advancing pro-woman, pro-labor, and pro-environment agendas. She ran for Virginia governor in 2021 and was elected to the Senate in 2024.
