The Act applies to insurers and other entities that pay for drugs for people who have insurance. The Act requires insurers and others to count toward any costs that an insured person must pay for their drugs, the amounts paid from coupons or by other third parties. Directs the Judicial Department to annually submit a report to the interim committees of the Legislative Assembly related to the judiciary concerning motions to set aside.

Jeffrey S. Golden was born in Pittsburg, Pennsylvania. He earned his B.A. in Political Science from the University of Pittsburgh in 1967 and his J.D. from Duquesne University School of Law in 1970. Mr. Golden served as District Attorney for Armstrong County, Pennsylvania from 1980 to 2016.
