Luis Javier "Javy" Hernández Ortiz is a Puerto Rico Senator at-Large representing the *Partido Popular Democrático *. Elected to the Senate on January 2, 2025, after serving as mayor of Villalba from 2013 to 2025, he is one of the youngest mayors in Puerto Rico history and was unanimously elected President of the Association of Mayors of Puerto Rico for two terms . Notable achievements include pioneering a COVID-19 tracking program adopted statewide, launching the "Programa Futuro" educational initiative, establishing Villalba as a higher education hub with institutions like E.D.P. University, and leading post-Hurricane Maria reconstruction projects exceeding $40 million. He currently serves as Spokesperson for the PPD Delegation in the Senate and focuses on defending populations with functional diversity, municipalities, and the private sector. An attorney with 20 years of experience, he is married to Veggie Vanessa Vargas Santiago and is the father of two daughters, Victoria and Isabel.
