Biography
James Boisfeuillet Frank is a Republican member of the Texas House of Representatives representing District 69. Born on November 23, 1966, in Atlanta, Georgia, Frank is a businessman and longtime resident of Wichita Falls, Texas. His district encompasses 14 counties in North Texas: Archer, Baylor, Clay, Cottle, Foard, Fisher, Haskell, Hardeman, King, Knox, Motley, Stonewall, Wichita, and Wilbarger.
Education and Early Career
Frank graduated from Rider High School and earned a degree in Finance from Texas A&M University. He began his professional career with an eleven-year tenure in banking before transitioning to business ownership.
Political Experience
Frank was first elected to the Texas House of Representatives in 2012. He served as Chairman of the Human Services Committee from 2019 through 2024, where he spearheaded significant legislative reforms. Notable achievements during his tenure include:
- Leading legislation that transitioned the state's foster care system to a community-based care model
- Passing bills designed to prevent unnecessary removal of children from their families
- Advancing major legislation to improve Texas's Medicaid program
For the 89th Legislative session, Frank serves on the Public Education Committee and Public Health Committee, where he holds the position of Chairman of the sub-committee on Disease Prevention and Women's and Children's Health. He formerly served as President of the Texas Conservative Coalition.
Beyond his legislative work, Frank remains active in his community, serving on advisory boards, supporting local industries as a director, participating in his church, and providing financing assistance to entrepreneurs in the Wichita Falls area.
