Biography
Huldah Momanyi Hiltsley
Huldah Momanyi Hiltsley was born in 1985 and is a proud daughter of Philip and Tabitha Momanyi, first-generation Kenyan immigrants. She is from Kisii, Kenya, and her family has called Minnesota home for over several years. She is married to Bart and has two children. Hiltsley made history as the first Kenyan-American to win a state assembly seat in Minnesota.
Political Experience
Hiltsley serves in the Minnesota House of Representatives representing District 38A, which encompasses the vibrant and diverse communities of Brooklyn Park and Osseo. She was elected in 2024 under the Democratic-Farmer-Labor party and began her term in 2025, making this her first term in office.
She serves on several important committees:

Education and Occupation
Before her election to the state house, Hiltsley worked as a business executive in management. She holds an M.B.A. in global business management from Bethel University, which has provided her with significant expertise in business and organizational leadership that she brings to her legislative work.
