Biography

Hoan Huynh is a Democratic member of the Illinois House of Representatives, serving Illinois' 13th District since January 2023. He is the first Vietnamese American and first refugee elected to the Illinois General Assembly, as well as the first Asian American to represent Chicago's Northside lakefront and the first person of color to represent the 13th District. Born in Vietnam to Vietnamese and Chinese parents who fled government persecution after his father fought alongside U.S. forces in the Vietnam War, his family received U.S. refugee asylum and resettled in America in the early 1990s. His legislative priorities include economic opportunity, jobs creation, environmental justice, reproductive healthcare, LGBTQ+ and immigrant rights, public safety, gun violence prevention, affordable housing, transit infrastructure, and mental health access. He serves on committees such as General Services, Health & Human Services Appropriations, Health Care Availability & Access, Immigration & Human Rights, Housing, and Transportation: Regulations, Roads & Bridges. Huynh is part of the Legislative Progressive Caucus, Asian American Legislative Caucus, Green Caucus, and House Transit Working Group, and is currently in his second term.

Education and Political Experience

  • Education: B.A. in Sociology with Economics/Anthropology from Yale University ; A.M. in Policy from Harvard University; additional graduate coursework at University of Chicago.
  • Professional Experience: Began career in education and public policy research at Yale University Department of Sociology; worked in education technology, social innovation, and product design at technology startups; led investments and innovation at a Chicago social impact investments firm focused on community and economic development.
  • Community Involvement: Served on boards of Chinese Mutual Aid Organization, Conference on Asian Pacific American Leadership, and Sarah’s Circle ; co-founded Celebrate Argyle to support immigrant-owned businesses in Chicago's West Argyle district.
