Biography

Heather Goulding

Heather Goulding is a Democratic member of the Nevada Assembly representing District 27, which includes parts of Washoe County in Northern Nevada. Born in Milton, Florida, she is 60 years old and resides in Reno, Nevada with her spouse Jack Hayes and two children, Alex and Anna.

Goulding has dedicated over 20 years to community service in Northern Nevada. Her volunteer work includes serving as a ski instructor at Sky Tavern Junior Ski Program for over a decade, founding the board of Reno Improv , and serving in leadership roles with Toastmasters International. She is a ride leader for Reno's local bike club and serves on the board of the Reno Bike Project.

She has also worked on health initiatives, providing funding for breast cancer services to uninsured women in her community through her involvement with Susan G. Komen Northern Nevada. Additionally, she was instrumental in establishing a high school dropout recovery program in partnership with the Nevada National Guard for credit-deficient students ages 16 to 18.

Education

Goulding earned a Master of Business Administration in supply chain management from the University of Nevada, Reno, and a Bachelor of Arts in English from the University of Wisconsin-Madison. She is also a graduate of Emerge Nevada , a leadership training program.

Political Experience

Goulding was first elected to the Nevada Assembly in November 2024, defeating Republican Carmen Ortiz by more than 11.6 percentage points. She succeeded Assemblymember Angie Taylor, who moved to the state Senate.

In her legislative role, Goulding serves on three committees: the Assembly Committee on Health and Human Services, the Assembly Committee on Revenue, and the Assembly Committee on Government Affairs. She is seeking reelection in 2026.

Notable Achievements

Her community leadership was recognized with the Nevada State Commendation Medal for her role in passing Senate Bill 295, which established the Battle Born Youth ChalleNGe Academy. She was also named a finalist for Reno Gazette Journal's Citizen of the Year award. In the legislature, she sponsored AB415, legislation addressing abandoned vehicles by increasing the scrap value threshold from $200 to $500.
