Harvey David Epstein, born February 5, 1967, is an American politician, attorney, and current member of the New York City Council representing District 2 , as a Democrat. He previously served in the New York State Assembly for District 74 from 2018 to 2025, resigning on December 4, 2025, after winning election to the City Council in November 2025.
Education and Political Experience
Epstein is an attorney with nearly 30 years as a community leader. Before elected office, he served 14 years on Community Board 3 , addressing land use and community needs; as president of District 1 President’s Council and multiple PTAs; and as a tenant member of the Rent Guidelines Board for five years, where he helped secure the first and second rent freezes for one-year leases in its history.
In the Assembly, he passed over 50 bills into law, co-authored the 2019 Housing Stability and Tenant Protection Act, secured funding for schools, transit, and early childhood education, expanded early voting, codified Roe v. Wade protections, advanced net-zero emissions goals, and created opportunities for people with disabilities. He chaired the Committee on State-Local Relations and served on committees including Housing, Environmental Conservation, and People with Disabilities.
Notable achievements include tenant protections, affordable housing preservation, and progressive advocacy as a member of the Vote Blue Coalition.
