Biography
Gustavo Rivera is an American politician serving as a Democratic and Working Families Party member of the New York State Senate. He represents the 33rd Senate District in the Bronx, an area that includes neighborhoods such as Fordham, Belmont, Riverdale, Kingsbridge Heights, Norwood, Bedford Park, Pelham Parkway, Van Nest, Van Nest, Morris Park, Van Nest, Tremont, East Tremont, North Riverdale, and parts of Morrisania and Parkchester. Rivera first won election to the State Senate in 2010, defeating incumbent Pedro Espada Jr. in a high-profile Democratic primary. His tenure has been marked by a progressive policy agenda, including strong advocacy for healthcare reform, tenant protections, public education, and economic justice.
Rivera is widely recognized as a leading progressive voice in the State Senate. He has been instrumental in advancing legislation to expand access to quality healthcare, strengthen civil rights protections, improve public education, and support affordable housing and tenant rights. As a representative of a largely working-class Bronx district, he has consistently emphasized restoring public trust in government and prioritizing the needs of his constituents in Albany.
Education
Gustavo Rivera was born on November 19, 1975. He holds a bachelor’s degree in political science from Queens College, City University of New York. He later earned a master’s degree in public administration from Baruch College, part of the City University of New York system. His academic background in political science and public administration has informed his policy work and commitment to public service.
Political Experience
Gustavo Rivera’s political career began in senior staff roles in New York state government. He served as Director of Outreach under United States Senator Kirsten Gillibrand, where he led community engagement and outreach efforts. In 2010, he launched a campaign for the New York State Senate, challenging long-time incumbent Pedro Espada Jr. in the Democratic primary for the 33rd District. Rivera won the primary and went on to assume office in January 2011.
Since then, he has been a leading figure on health and social policy in the State Senate. Notably, he has served as Chair of the Senate Health Committee following the Democratic majority’s return in 2018. In this role, he has championed the New York Health Act, which seeks to establish a universal single-payer healthcare system in the state, and has worked on addressing health disparities and improving access to care for underserved communities.
Rivera has also been active on issues related to public safety, criminal justice reform, and tenant protections. He has pushed for stronger rent regulations, expanded protections for renters, and secured funding for Bronx public schools and community services. His leadership positions and legislative record reflect a sustained commitment to progressive values, economic equity, and community-centered governance.
