Biography
Gabriel Maximilian Moreno
Gabriel Maximilian Moreno is a Democratic state delegate representing District 13 in Howard County, Maryland. He has served in the Maryland House of Delegates since January 13, 2026.
Moreno was born in El Paso, Texas, on October 1, 1984. He is married with two children. Throughout his career, he has been dedicated to social justice and advancing equity for marginalized communities.
From July 2023 through January 2026, Moreno served as CEO of Luminus Network, an organization supporting immigrants across Maryland. In this leadership role, he directed strategic initiatives, collaborated on policy and fundraising, and served as the organization's primary spokesperson as it expanded access to resources for immigrant families.
During the federal government's "Zero Tolerance" immigration policy in 2018, Moreno was deployed to the U.S.-Mexico border to co-lead efforts interviewing distressed parents and gathering demographic data to locate detained children. He also helped demonstrate that federal authorities could use digital scanning technology to identify separated families in less than four minutes.
Education
Moreno earned multiple degrees:
- B.A. in Philosophy from Texas A&M University
- B.A. in Organizational and Corporate Communication from the University of Texas at El Paso
- J.D. from Massachusetts School of Law
He was admitted to the Massachusetts Bar in 2012 and the Maryland Bar in 2013. He is also admitted to practice before the U.S. District Court for the District of Maryland and the U.S. Supreme Court.
Political Experience
Moreno serves on the Judiciary Committee and its civil, criminal, and family law subcommittees. He is a member of the Maryland Legislative Latino Caucus.
His additional civic roles include:
- Vice Chair of the Latino Diversity Leadership Council for the Maryland Democratic Party
- Vice President of the Columbia Democratic Club
- Member of the Maryland Commission on Hate Crime Response and Prevention
- Member of the Howard County Local Children's Board
Moreno is the first Hispanic male to serve on the Howard County Democratic Central Committee and among the first state-elected legislators of Hispanic or Latino heritage in Howard County. He served as a delegate to the Democratic National Conventions in both 2020 and 2024, and received the Hispanic Leadership Award from the Daily Record in 2025.
