Biography
Senator Franklin Foil
Senator Franklin J. Foil is a Republican representing Louisiana State Senate District 16, which includes East Baton Rouge Parish. He has been serving in this position since his election in 2019 and is eligible to serve through the end of the 2028-2032 term.
Foil is a native of Baton Rouge with a strong commitment to public service. He is married to his wife, Tanja, for 31 years, and they have three children: Kathleen, Grace, and Andy. The family is active in the First Presbyterian Church in Baton Rouge, where Foil has served as an Elder.
Beyond his legislative work, Foil is involved in numerous community organizations, including the American Legion, Rotary Club of Baton Rouge, the board of the U.S.S. Kidd, and the board of the ARC of Baton Rouge. He also maintains a private law practice serving area businesses and families.
Education
Foil earned his Bachelor of Arts in Political Science from Louisiana State University in 1987. He continued his legal education at Loyola School of Law in New Orleans, graduating in 1991 with his Juris Doctor.
Political and Military Experience
Foil served 12 years in the Louisiana House of Representatives representing District 70 before his election to the Senate in 2019.
His military service spans three decades. Upon graduating from law school, he joined the U.S. Navy Judge Advocate General Corps, where he has served for over 30 years, achieving the rank of Navy Captain. He currently serves as an Appellate Judge on the Navy and Marine Corps Court of Criminal Appeals in Washington, DC. He was awarded the Legion of Merit by the President of the United States and received the Rear Admiral Hugh H. Howell, Jr. Award of Excellence for Outstanding Senior Naval Officer.
In the Senate, Foil holds significant committee positions, serving as Chair of the Revenue and Fiscal Affairs Committee and as a member of the Insurance, Local and Municipal Affairs, and Finance committees. He also serves on several joint legislative committees focused on capital outlay, the budget, military and veterans affairs, and homeland security.
