Biography
Representative Frank Burns
Frank Burns is a Democratic member of the Delaware House of Representatives representing District 21. He assumed office on November 5, 2024, replacing Republican Mike Ramone who resigned to run for governor. Burns resides in Newark, Delaware.
Prior to his election to the legislature, Burns was actively involved in environmental and climate advocacy. He currently runs a small biotech company. Before relocating to Delaware in 2017, he commuted to work from Pennsylvania for several years.
Education
Burns earned a PhD from the University of Pennsylvania School of Medicine. His academic background is in biomedical research, with a focus on the causes of disease.

He directed laboratories at MCP Hahnemann University and Jefferson Medical College.
Community Involvement
Beyond his legislative duties, Burns has demonstrated significant community engagement through volunteer work with the Food Bank of Delaware and the Delaware Medical Reserve Corps , participating in COVID-19 testing, vaccination, and emergency response efforts. He has also mentored high school students in the International Genetically Engineered Machine competition and held leadership positions in the American Society for Microbiology and the International Association for Food Protection.
