Biography
Emma Kerr-Carpenter is a Democratic member of the Montana Senate representing District 23 . She was appointed to the Senate in December 2024 to succeed Kathy Kelker. Previously, she served in the Montana House of Representatives for District 49 after her appointment on July 10, 2018, to succeed Kelly McCarthy; she won full terms in 2018 and 2020. Notable achievements include advocating for public safety funding in Billings, defending healthcare access for Montanans, and protecting the environment during her legislative sessions. She serves on the Senate Committee on Health and Human Services Interim Budget.
Education and Political Experience
Kerr-Carpenter graduated from college and taught English in Belo Horizonte, Brazil, before moving to Billings, Montana. There, she worked as a family support specialist for the Family Support Network and later joined Youth Dynamics of Montana in 2015 as a youth case manager, advancing to marketing and education coordinator. Her political career began with the 2018 House appointment, followed by elections and her 2024 Senate appointment.
