Biography
Emily Randall
Emily Elissa Randall was born on October 30, 1985, and was born and raised in Washington's 6th Congressional District, specifically in Port Orchard on the Kitsap Peninsula. She comes from a working-class, union family—her father worked at Puget Sound Naval Shipyard and her mother became a para-educator. As the oldest of three children, Emily was deeply influenced by her youngest sister Olivia's experience with complex medical needs. Thanks to Washington State's Medicaid expansion, her sister received necessary care that improved her quality of life, which inspired Emily's lifelong commitment to healthcare advocacy.
Emily is the first in her family to attend a four-year college and is a proud member of the Democratic Party. She is an openly LGBTQ+ woman and of Latina heritage.
Political Experience
*State Senate *
In November 2018, Emily won election to the Washington State Senate representing the 26th Legislative District—one of the most competitive senate seats in the state—by just 102 votes, flipping the seat from Republican control. She was the first queer woman state senator in Washington. She won re-election in 2022 with approximately 51% of the vote.
During her tenure in the state senate, Emily quickly rose to leadership, serving as Deputy Majority Leader and as whip for the state senate majority. She served on the Higher Education & Workforce Development Committee , the Health & Long Term Care Committee, the Transportation Committee, and the Ways & Means Committee.
As state senator, Emily passed landmark legislation including the Reproductive Health Care for All bill, expanded postpartum Medicaid coverage, banned subminimum wage for people with disabilities, sponsored pay transparency laws, championed programs to support low-income college students and apprentices, and secured investments in essential infrastructure. In March 2022, she sponsored a bill to lower the toll to cross the Tacoma Narrows Bridge by 75 cents, which passed and took effect in October 2022.
*U.S. House of Representatives *
Emily was elected to the U.S. House of Representatives in 2024 and has served as the representative for Washington's 6th Congressional District since January 2025. She succeeded fellow Democrat Derek Kilmer. Her district encompasses the Olympic Peninsula, the Kitsap Peninsula , and most of the city of Tacoma.
In January 2025, Emily made history as the first woman and first person of color to represent Washington's 6th Congressional District, as well as the first openly LGBTQ+ person in Washington's Congressional delegation and the first queer Latina ever to serve in the United States Congress.
In Congress, Emily is committed to fighting for affordable and accessible healthcare, including reproductive freedom for all; common-sense gun reform; a just transition to a green economy; and affordable education, job training, and apprenticeship programs.
