Biography
Emily Carris-Duncan is a Democratic member of the Vermont House of Representatives, representing Windham-6 since 2025. A fifth-generation Vermonter raised in Rutland, she is the daughter of former State Senator William Carris, a businessperson, and an artist and former state representative who organized community arts programs. She returned to Vermont in 2021 after living elsewhere and is passionate about community involvement, advocating for arts, housing affordability, small businesses, farms, and local quality of life. Notable roles include board member of the Land Access Opportunity Board , Every Town Project Vermont, Seeger Bartlett Foundation , and past service on Culture Works Greater Philadelphia and Whitingham Senior Meals . In the House, she serves on the Commerce and Economic Development Committee, Canvassing Committee, Joint Carbon Emissions Reduction Committee, and County and Regional Governance Study Committee.
Education and Political Experience
- Education: Bachelor’s Degree in Education Studies from The New School University in New York; Master’s Degree in Photography from University College of Art in England.
- Early Career: Substitute teacher in Rutland public schools; photography instructor and museum educator in New York for students and adults.
- Political Experience: Elected to Vermont House of Representatives for Windham-6 in 2025 ; first term as of 2026.
